Figure I shows how the snare is put together at the manufacturers plant. This snare shows all the "goodies" required by some states (deer stop, relaxing/release lock, maximum diameter noose stop and swivel.
As you can see the snare itself does not have a noose making it easier to set stop devices and allows you to pre position snare sets on the trap line - simply remove the release pin so there is no noose to catch game.

Figure 2 shows how the noose is formed in the slot of the "Release Lock Body" and the "Release Pin" is positioned between the cable and Lock Body.

The "pre formed bend" at the neck lock should be done AFTER the pin is inserted. If it is done before inserting the pin the snare noose may not hang vertically. Notice the deer stop is in position before the pin is inserted.
